In-City Relationships (on DW)
Justin is almost aggressively apathetic when it comes to his relationships with others. Not all of this can be blamed on the City, but years of watching people come and go have made him even less inclined to form emotional attachments. Some of the people who don't fall under the friend or foe category are people he is fairly fond of; he strongly dislikes others. It just takes a good deal of fondness or dislike to earn anyone a spot in one category or the other.
SIDENOTE: Justin knows of more people than he actively talks to because he tends to keep an eye on the network out of habit. He also knows more about many people than some might give him credit for.
FRIENDS
